The national death rate for China in 58 was 12 which was pretty reasonable. It is entirely possible for a region to have a low death rate, say 10 years after war, since most of the old and sick had less chance survive through the war. 10 years later the population would be younger and healthier, and the death rate dropped. The sudden jump without some major events would be harder to explain.
